The US Tech Lobby Across Borders: A Methodological Framework for Analyzing Big Tech Lobbying and Canada’s Digital Sovereignty

Our article, “The US Tech Lobby Across Borders: A Methodological Framework for Analyzing Big Tech Lobbying and Canada’s Digital Sovereignty” has just been published in the Journal of Information Policy.

Our article reviews the literature on lobbying; considers the “structural,” “instrumental,” and “discursive” aspects of tech power, which manifests in “direct” and “indirect” forms; and discussed the methods of The Tech Lobby project.

We examine the overt and covert strategies Big Tech lobbying employs as part of platform imperialism.

We emphasize that, while lobbying research often relies on transparency mechanisms such as access-to-information regimes and lobbying registries, these tools alone do not go far enough.
